Bishop Rene H. Gracida (1983-1997)
He came to the Diocese as the Fifth Bishop from the Diocese of Tallahassee - Pensacola. He established the Western Vicariate of the Diocese, including the city of Laredo, preparing it for the eventuality of its becoming a Diocese in the future. During his time in office, the Diocese began a greater involvement in the area of communications, two radio stations and a television station, all part of what is known as Diocesan Telecommunications. He also extended the ministries of the Diocese into areas, which needed attention, continued to establish parishes and missions, especially in the colonias of Laredo. He built a Youth camp and developed retreat houses in Laredo and Corpus Christi. He further developed the Academy of Studies and expanded its reach throughout the Diocese for continuing Adult Education and Formation through the Pastoral Institute. It was at the beginning of his administration that the final structure of the Kenedy Memorial Foundation was determined.
